What does animated GIF have to do with CPU consumption? It's literally just a set of images with duration per image in the metadata. Any GIF decoder/renderer that hogs the CPU is just bad code.

Zero delay GIFs have infinite frame rate
I don't think anything allows such exported gif to render anyway, forcing a slower delay
Strict reading of the GIF89a specification woud make it compliant to ignore a zero delay time and introduce a custom delay instead: >vii) Delay Time - If not 0, this field specifies the number of >hundredths (1/100) of a second to wait before continuing with the >processing of the Data Stream. The clock starts ticking immediately >after the graphic is rendered. This field may be used in >conjunction with the User Input Flag field.
"If not 0, this field specifies the number of hundredths (1/100) of a second to wait(...)" allows the interpretation that a value of 0 does not imply a zero-delay.

You might also want to invest in a hard copy of the dictionary
Prrtty sure loading such an image that you want would make the computer render a frame every single cpu cycle. You'd cook it within moments no matter what cpu you used.
