The current NASA is not the same NASA that built the ISS, put a man on the moon, etc. Nu-NASA is focused on much more important things like fulfilling diversity quotas and making sure their cafeteria provides meals that are halal.

Big engines are subject to flow separation and other problems. The F-1 was about as big of an engine as you'll likely ever see be made. Plus it's less redundancy. If the Raptors can keep getting more reliable, it will be better to just pump those out.
Starships are pretty cheap as far as rockets go. They already have several Starships and boosters ready for pre-launch testing. Although they'll most likely need to be adjusted in accordance to the IFT-3 data.
