The Bengals were never citizens. They are workers in the British empire that came to work in Burma and helped the British rule over the land. When the Burmese independence movements were happening, the Bengals worked with the British to suppress the Burmese. When the Burma won independence, the Bengals demanded a piece of Burma for their own self-rule. They begged Pakistan to invade Burma to help them take over the land. Pakistan refused. When that didn't work, they wanted citizenship and declared jihad against Burma. That was in the early 50s, right after WW2. The government suppressed that jihad movement. Years and decades rolled by, animosity/violence/distrust/etc built up with no meaningful change. Then Burma coup happened and the military Junta had taken over the country. The 1982 law was created to create a proper citizenship census metric. It only asked the people living there to verify that they've been here in the country for 100 years. Thats not much for actual Burmese people, but for the Bengals and others, thats a tall order. Ofcourse, there's path to citizenship through registration as an immigrant as well, many were legally registered as immigrants as a result. The Bengals didnt because they wanted a country for themselves and see their right as citizen as default. This led to further terrorist attacks and military suppressions throughout the years.
