In the 70s, yeah it kinda was. Usually in times of a bad economy law and order break down. The justice system was also soft as pudding back then and you got ridiculously light sentences for crime.
The justice system wasn't necessarily soft. It was just generally much harsher in the 1980s and later, when mandatory minimums, three strikes laws, determinate sentencing, the widespread use of life without parole, and restrictions on parole and work release started becoming more common for political reasons. IIRC one of the few things they WERE softer on was domestic and sexual violence, and they didn't know as much about abnormal psychology back then.

The federal system abolished parole in 1980. Drug laws got much harsher in the 70s and 80s, and that's when things like mandatory minimums and truth in sentencing started becoming more common.

Not per se but you have to serve a minimum 75% of your sentence before you can be considered for parole. so if you receive a 15 year sentence you have to serve at least 11 years.
