            for the backdoor to work you need a high res monitor with the chip in combination with hdmi display port or etc as you need the extra pins for data transmission theoretically you can use hdmi but you need to remove internet access physically

            so the image is created on the pc, then sent to the monitor, then to the CIA chip, then BACK to the oc, then to the CIA? why wouldnt they just send it straight from the computer to the CIA? and does this backdoor still work if the monitor is connected to a PC without internet? or without the backdoor at all?

Any amateur reverse engineer can monitor display data traffic and automate the detection of unauthorized/unexpected transmission through the copper. You can set up an RF sniffing antenna to detect wireless transmissions when there shouldn't be any.
