In his last letters to Napoleon, Leclerc set forth the plan to entirely kill the black adult population of Haiti to end the slave rebellion and to re-import a new set of slaves from West Africa.
Leclerc wrote that if they wanted to retake the island they'd have to kill all the black males above 12.
Nothing got actually planned or enforced nor do we know if Leclerc actually intended to do it as he died soon after.
As for the "and to re-import a new set of slaves from West Africa" part, it was never explicitly stated and is just an assumption based on Napoleon's plan to reinstate slavery.
Btw the whole 1802 expedition is grossly oversimplified as "Napoleon tried to restore slavery and they fought back".
What actually happened is that Toussaint Louverture and his men had been armed by France to fight the Spanish and British between 1794 and 1797.
In 1802 Toussaint was still officially the French governor, but he had unilaterally proclaimed some local constitution, which annoyed Napoleon.
Napoleon sent Leclerc to depose him in early 1802, but Toussaint refused and fought back. He was defeated like two months later and all his generals (including Dessalines) came under Leclerc's command.
Leclerc remained in control during the summer, but some rumor that slavery was to be restored in the colony spread and all the black troops rebelled again in october.
By that point, yellow fever had killed 2/3rd of the expeditionary forces and Leclerc had no chance to restore order so he got increasingly butthurt and then died in december.
His second in command when full ape out mode for about a year before eventually surrendering to the British.
Napoleon's "secret orders" regarding slavery were actually very unclear and open to interpretation. He had stated that freed men would not be re-enslaved (though no one can know if he intended to respect this).

I think the real answer is a short clip that I wish I could find now of a Haitian man walking in the street exclaiming "you took all our intellectuals" which I think was in response to why he disliked Western governments/interventions and why Haiti was having it's current troubles.
Haiti being a total shithole is unsurprising because it's full of Africans. But the reason why it's worse than Africa itself is that the Haitian elite has over time abandoned the country and resettled in other countries in order to not have to deal with the dysfunction.

Slavery was indeed very brutal in Haiti, but it isn't true that it was something not seen anywhere else.
Jamaica was notably just as brutal and experienced even more slave revolts than Haiti.
Simply, none of them succeeded. Haiti's success was a complete fluke and was made possible by the French Revolution and the war that pitted France against the entire civilized world afterward.

He sent 30,000 men. That's less than he'd lose in one day at Borodino.
But anyway that's not the point. When Napoleon sent these 30,000 men, the island had already fallen to the hands of the slaves, who had been freed and armed (by the French government ironically) for almost a decade at that point.
It would never have gotten to that point in the first place if the French Revolution had not happened.
The very reason why slaves could take over the island to begin with is because the French revolutionary government promptly abolished slavery in 1794 instead of crushing the rebellion. They did this in order to get the now freed slave to side with them against the British and Spanish who had been helping the revolt as part of the war against Revolutionary France.
Then when Napoleon tried to restore slavery in 1802, it was obviously a much harder task than crushing a slave rebellion usually was.

If you understand race and intelligence, then the reason most of the Caribbeans are better off then Haiti is very simple.
Jamaica had White rulers, Jamaica had White transfer of power.
Haiti, unlike almost every Caribbean nation, is a legitimate African creation. All other nations are biased by the fact that Whites controlled them. Haiti is different its own people basically slaughtered anyone on that island who wasn't a slave. It murdered every intelligent White man, it murdered any intelligent mulatto. Everything about Haiti is a product of African's own will. It wasn't some long struggle against the French from 1791 to 1804.
Here's what basically happened:
In late August 1791, a large revolt broke out as slaves intended to take advantage of the chaos in France following the revolution.
Slaves managed to kill about 4,000 whites and burned a hundred plantations, but the French remained in control of all key points and were still controlling 2/3rd of the colony (the Western side of the island).
In 1792 the French retook the southern area of the colony and came close to crushing the rebellion, but in early 1793, Britain and Spain joined Austria and Prussia in the war against France in Europe.
Britain and Spain started to intervene in Saint-Domingue (the French side of the island) to help the rebellion.
The French countered this by abolishing slavery in late 1793 and prompted the rebels to help them defend the colony against the British and the Spanish.
The British started restoring slavery in areas they took over, and as a result, French plantation owners started supporting the British, while rebelling slaves joined the French forces.
The French liberated all the slaves that hadn't yet broke free and armed them to fight the British and Spanish.
In 1794, Toussaint Louverture and his rebel army (who now worked for the French) kicked the Spanish out of the French side.
Spain then lost the war in Europe and the Spanish side of the island was handed to the France as part of the resulting peace treaty.
Toussaint and his black army kept fighting the British until 1797, when they finally withdrew from the island.
From 1797 to 1799, Toussaint proceeded to have a civil war ("War of Knives") against Andre Rigaud, another black general who had been his subordinate during the war.
Then in 1802, Napoleon (who had came to power in 1799), had the genius idea of restoring slavery on the island to fund his planned invasion of Britain.
Napoleon sent a force of 30,000 men to the island to enforce his decision. While this force would have easily crushed the revolt of 1791-1793, it now a much harder task as the entirety of slaves had been freed and armed by the previous French government and they had spent almost a decade fighting against the British, the Spanish and the each others.
The French expeditionary force still managed to defeat and capture Toussaint in spring 1802. Dessaline and the rest Toussaint's former generals briefly came under French control, but in october they rebelled again.
At that point the French expeditionary force had lost over half its strength, mainly to yellow fever. In may 1803, the War of the Third Coalition broke out and the British navy started blockading the island. That was the final straw for the French, who were defeated by the end of 1803.
On 1 January 1804, Dessaline declared the independence of Haiti and the proceeded to genocide all the whites and mulattos still remaining on the Western side of the island, excepted for some Polish deserters who had joined him against the French, and a bunch of German merchants.
In 1805, Dessaline launched an invasion of the Eastern side of the island (the former Spanish side) that was still under French control.
However, his invasion failed and it remained in French hands until local Spanish colonists rebelled against the French in 1809 and restored Spanish sovereignty over it.
If I look at the state of Liberia, Sierra Leone, Congo, Somalia, Northern Nigeria, Chicago...etc, I'd say the recurring factor among Earth's worst shitholes is not French colonization but rather the presence of black people

In his last letters to Napoleon, Leclerc set forth the plan to entirely kill the black adult population of Haiti to end the slave rebellion and to re-import a new set of slaves from West Africa.
Leclerc wrote that if they wanted to retake the island they'd have to kill all the black males above 12.
Nothing got actually planned or enforced nor do we know if Leclerc actually intended to do it as he died soon after.
As for the "and to re-import a new set of slaves from West Africa" part, it was never explicitly stated and is just an assumption based on Napoleon's plan to reinstate slavery.
Btw the whole 1802 expedition is grossly oversimplified as "Napoleon tried to restore slavery and they fought back".
What actually happened is that Toussaint Louverture and his men had been armed by France to fight the Spanish and British between 1794 and 1797.
In 1802 Toussaint was still officially the French governor, but he had unilaterally proclaimed some local constitution, which annoyed Napoleon.
Napoleon sent Leclerc to depose him in early 1802, but Toussaint refused and fought back. He was defeated like two months later and all his generals (including Dessalines) came under Leclerc's command.
Leclerc remained in control during the summer, but some rumor that slavery was to be restored in the colony spread and all the black troops rebelled again in october.
By that point, yellow fever had killed 2/3rd of the expeditionary forces and Leclerc had no chance to restore order so he got increasingly butthurt and then died in december.
His second in command when full ape out mode for about a year before eventually surrendering to the British.
Napoleon's "secret orders" regarding slavery were actually very unclear and open to interpretation. He had stated that freed men would not be re-enslaved (though no one can know if he intended to respect this).

Jamaica was notably just as brutal and experienced even more slave revolts than Haiti.
Simply, none of them succeeded. Haiti's success was a complete fluke and was made possible by the French Revolution and the war that pitted France against the entire civilized world afterward.

But anyway that's not the point. When Napoleon sent these 30,000 men, the island had already fallen to the hands of the slaves, who had been freed and armed (by the French government ironically) for almost a decade at that point.
It would never have gotten to that point in the first place if the French Revolution had not happened.
The very reason why slaves could take over the island to begin with is because the French revolutionary government promptly abolished slavery in 1794 instead of crushing the rebellion. They did this in order to get the now freed slave to side with them against the British and Spanish who had been helping the revolt as part of the war against Revolutionary France.
Then when Napoleon tried to restore slavery in 1802, it was obviously a much harder task than crushing a slave rebellion usually was.

It wasn't some long struggle against the French from 1791 to 1804.
Here's what basically happened:
In late August 1791, a large revolt broke out as slaves intended to take advantage of the chaos in France following the revolution.
Slaves managed to kill about 4,000 whites and burned a hundred plantations, but the French remained in control of all key points and were still controlling 2/3rd of the colony (the Western side of the island).
In 1792 the French retook the southern area of the colony and came close to crushing the rebellion, but in early 1793, Britain and Spain joined Austria and Prussia in the war against France in Europe.
Britain and Spain started to intervene in Saint-Domingue (the French side of the island) to help the rebellion.
The French countered this by abolishing slavery in late 1793 and prompted the rebels to help them defend the colony against the British and the Spanish.
The British started restoring slavery in areas they took over, and as a result, French plantation owners started supporting the British, while rebelling slaves joined the French forces.
The French liberated all the slaves that hadn't yet broke free and armed them to fight the British and Spanish.
In 1794, Toussaint Louverture and his rebel army (who now worked for the French) kicked the Spanish out of the French side.
Spain then lost the war in Europe and the Spanish side of the island was handed to the France as part of the resulting peace treaty.
Toussaint and his black army kept fighting the British until 1797, when they finally withdrew from the island.
From 1797 to 1799, Toussaint proceeded to have a civil war ("War of Knives") against Andre Rigaud, another black general who had been his subordinate during the war.

On 1 January 1804, Dessaline declared the independence of Haiti and the proceeded to genocide all the whites and mulattos still remaining on the Western side of the island, excepted for some Polish deserters who had joined him against the French, and a bunch of German merchants.
In 1805, Dessaline launched an invasion of the Eastern side of the island (the former Spanish side) that was still under French control.
However, his invasion failed and it remained in French hands until local Spanish colonists rebelled against the French in 1809 and restored Spanish sovereignty over it.
