      Most of the drug development, including vaccines , happens in the public sector. Drug companies simply take public domain tech, modify a little (if at all) and sell at highest markup possible.
      There's nothing new in MRNA vaccine , in terms of scientific discovery to warrant any proprietary status.

What I remember from debates back then, Pfizer was choice of many, but Moderna was seemingly more promising in terms of retaining immunity. There were also a supply problems initially. So this might have played a role as well. I don't know how FDA makes decisions. I am not their employee.
          It is also easy to judge post factum, now, with todays information.
