I would have said the primary state ideology is capitalism; that's what the powerful benefit from. The institutions pushing wokeness is primarily a distraction from class struggle, but that doesn't mean human decency doesn't include the concept of not limiting people's opportunities based on their birth- though I'd include the economic dimension in that which so many wokies skip over.
