        Most disguises are awful. A white cylinder would be cheaper and look as much a part of the landscape as a chimney.
        They're doing it simply because some people recognise what a cell tower is and either kick up a fuss or try to vandalise it. Those lowbrows will think "Ugh, that corny sculpture is ugly" instead of "Time to light a fire!"

      There are plenty of reasons. NIMBY people think they're ugly. In my state half of them are mounted on grain silos or hidden inside church steeples.
      Stingrays are generally portable and deployed where needed to monitor for a specific individual. They're not needed for general population surveillance because the cell carriers already supply the government with the metadata.

    i always liked this one from where i grew up. there was a church across the road from the one in the pic, and between the two of them, they kept putting up bigger signs and shit trying to attract people - eventually one of them got in trouble for violating zoning ordinances for their signage.
    so these homosexuals go, ok, well, signage bad, but concealed cellphone towers are ok.
    and they let some cellphone company install a cell tower... concealed as a giant cross. it's huge. i remember seeing all the antennas hidden inside as it was assembled. then of course the church across the road can't do the same thing in such close proximity to that tower.
