I've heard about this but new capital schemes rarely work. Definitely something to look at though because I have been to Jakarta a few times and absolutely hate it.
I've always thought if Indonesia/Malaysia make a territory a free zone, kind of like how Labuan works, but make highly-skilled immigration/residency incredibly easy and low-tax, they could build a place easily on par with a Singapore, for example.

Other than perhaps Santiago (which is already quite well-developed), I agree with the others. Hanoi could be interesting, but Vietnam's government is pretty awful to deal with.
Argentina has potential but it's got a long way to go until the country has clawed itself back to the prosperity it once enjoyed. Very cheap place to live if you have euros, pounds or dollars.
