It's actually way worse if you only have it on 50% of your screen, because you have to scroll down for comments, but it keeps loading recommended videos endlessly so it's like that endless staircase from N64, the goal just keeps getting further away from you. Luckily my main account didn't get hit with it yet, only when I use youtube in a private tab I sometimes get it.
It looks like the exact opposite, this kind of layout wouldn't work on a phone. And it doesn't work well on desktop either, god knows what compelled them to make this

The quality of the comments can vary depending on the channel, although usually I only ever bother reading them when the video asks the audience if they know something the host doesn't.
Even so, the comments sidebar should have it's own scrollbar, and you can tell what their goal was by the fact that it doesn't.
