Where do I get cheap 4tb hard drives for seeding in Europe. In the US had great luck with shucking WD external drives from Walmart but stuff here in EU is priced like nuts.

you probably need a sas hba but its worth it in the long run. careful with ebay, i've had to factor in the price of duds when buying from random people there, but thats purchasing hundreds of drives. server drives are generally the go to with used hard drives, since they will have passed the common usage timeframe for failure from factory defects, but due to running in a consistent environment the hours don't really mean anything. just make sure to pop it straight in and run badblocks right when you get it so if it fails you can return it fast enough.
also check if there are any local used hardware places or individuals that swap hardware. where i live in the us there are a few businesses that are certified to wipe decomissioned hard drives for businesses and will sell them cheap after wiping and testing
Data centers have probably gotten pretty good at predicting when they're close to end of life, I wouldn't use them for anything critical
