Let's say you've been assigned to determine where a (mostly underground) Mars Colony will be. The aims of the colony are to extract resources in a way that makes the colony economically viable, and to do relevant research.
Factors to consider:
-Topography. Are you settling in flat land? The base of a mountain? Somewhere else?
-Weather.
-Resources available
-Getting supplies from and to space.

You'd pick an area with a very low elevation, and which contains rocks, caves, cliffs and gulleys to utilize for radiation shielding. Probably somewhere in the Valles Marineris, which is close to the equator.

I would set up the colony in a canyon and cover the canyon with radiation proof materials. Its cheaper than digging tunnels to keep colonist safe from radiation.

Nowhere. Low gravity is bad for the human body over long time periods. Best thing to do is set up a base like in Antarctica with people coming in temporarily to work and then go back home. Long term habitation in space will have to wait until we can build O'Neill colonies with full Earth gravity.
Just wear plated armor
Might as well genetically engineer people to have armor scales, dolphin organs, skeleton and musculature and other features needed for low gravity, high radiation environments. A nictitating membrane to protect the eyes would also be nice. We probably have all those things encoded in our genome somewhere. They just have to be activated somehow.
Ok but for those of us already born can make due with some medical augmentation, suits, and local terraforming. Instead of a silver bullet problems can be chipped at from multiple different places.
Based on the Tusk movie, it might be be possible to surgically alter humans to have some of the characteristics of marine mammals. The thick blubber and tough skin would give some protection against radiation. Also the musculature and skeleton would be better adapted for low gravity since marine mammals spend a lot of time floating in water. Mankind really needs to confront these biology issues and develop solutions asap if colonization of non-Earthlike worlds is to begin in earnest.
Don't they just have to exercise a bit more than the regular person to make up for the effect of the gravity?

Under a mountain would be good. Maybe if they launch one of those bunker buster missiles from Mars orbit to penetrate into the side of a mountain, so it creates a kind of tunnel into the mountain, then they wouldn't have to dig as much
