As someone who still uses a Kindle Voyage, the PocketBook Touch HD 3 seems the most appealing ebook reader, but every review mentions so much quality issues.
So I would probably go for a Kobo Libra 2. But really a Kindle Voyage with a new larger battery would be ace.

I've been thinking of one recently for reading rare books in pdf form that are all but impossible to find hard copies of or just obscenely expensive.

Stock Kindle software is absolute trash even for ebooks. PDFs are way beyond its capabilities. But Koreader works perfectly with PDF - it can crop the pages, deskew, even reflow text pdfs, etc.
Also, DjVu/pdf that were scanned into black-white instead of grey (for better compression) look like jagged shit on normal screens, but exactly like paper on e-ink.
So an ereader can absolutely handle PDF files. There aren't that many options. Paperwhite isn't jailbreakable anymore, unless you can find one that's manufactured before 06.2022. I'd say buy the largest Kobo or Onyx you can afford.
Can only speak for myself, but I significantly prefer physical books for general reading. That said, when traveling e-readers are awesome. I used to take 4 or 5 books on a vacation or 2-3 books to read on a business trip, and now I only need to take a next-to-weightless e-reader. It's great if you're on the go.
I've got the Kindle 10th gen (brought November 2019) and I love it. I love how I can simply use my phone to send documents to my Kindle documents cloud. However I kind of regret not getting one of the more expensive models with the tactile buttons. Do they really make reading that just greater? Because honestly I've been very happy with my Paperwhite. I've even got a case for it with Van Gogh's Starry Night printed on it.

issue is because of the metal case, replacing the battery is a death trap, i had to buy another because the way the display cable is wired makes it difficult to take the case off without ripping the ribbon cable.

The newest kindle paperwhite 8gb is around $130 in my country. A couple of people are selling their 2nd hand 10th gen for around $100. Should I just fork out the extra $30 for the newest one?
11th gen has bigger screen (near 7 inches) instead of 6 inches. It also uses the faster Carta 1200 screen which improves page turning speed by a lot. I'd say the extra $30 is worth it. But Black Friday is coming so you'll probably get a sale out of it by waiting instead of buying right now.
My country doesn't do Black Friday sales so I doubt it'll get better sadly. Might pull the trigger this weekend, really tired of reading at night with thick books.

For kindle just convert your acquired epubs to azw3 with calibre and then use calibre to load them on the kindle

My personal recommendation is the Kobo Forma.
I have a paperwhite 3, love it. Whatever you buy make sure it has a backlight, most do now.
I used to like Kobo's but kindles are better, probably because they can sell them at a loss and make up for it in sales.

I have the onyx nova. You can write notes and make drawings.
It aruns android so you can install any android add, pdf readers and stuff. And the kindle app too.
It's super easy to upload pdfs to it via wlan.
