Recessive mutations have been selected against in most areas. In Africa for example, only a few select Pygmies have naturally blonde hair, and it's exceedingly rare, often confused for a specific type of malnutrition which bleaches the hair.

They are not rare. Lighter colors kind of are but other characteristic like texture, shape, diameter all vary widely.
