I think a big part of the problem was that the company itself was Chinese so management couldn't speak English themselves.
It's just what you get when you work for global corporations and almost every single part of the business is outsourced to somebody else, it was one big circus show.
It's more about corporate culture, business processes and pay checks, than developers themself. We have a lot of aspiring, but moronic young developers, but most companies do not hire them because of sane hiring processes that includes actual would-be coworkers, because most managers tries to avoid hiring relatives, because we are not as cheap as Indians, and companies cannot afford the same level of stupidity and laid-back attitude, because we wanna be proud of our work.
If this restrictions break, your experience would be bad anywhere: not long ago I waited for 5-minute work for several weeks from US devops.

Both of you are right. When I was a child I had an awful PC, so I had and wanted to write efficient software, this allowed me to become an OK developer that can buy decent PC.
