Basically, if you're a king or monarch, you own the entire land and everyone who lives in it is like you're employee by virtue of being born inside of what is effectively your big ass fricking store. If you don't need to invest in infrastructure, your martial forces, or your civil services to ensure that you, the monarch, get paid and stay in power (and can also sway your managers to stay aboard the team), why would you ever do it? The only thing you need to worry about once you've secured solid cash flow from the people within your borders is using some of that money to get other stores to work with you.
