Fair enough, I agree it wasn't anti-civillian in any capacity, just that it would have inadvertently killed a lot of civillians. Ironically though I don't think it would led to anywhere near as many deaths, given Lemay killed about a quarter of the Norks through indiscriminate bombing.
How would you have proposed saving the Philippines? The Japs were using crack marines against a ragtag force of garrisons, police, and some colonial era cavalry. I don't think any amount of tactical prowess could have changed the outcome.
