Also the fact that Flemish are predominantly descended from the Franks kind of implies the Belgae to be largely celtic if you accept the premise that less blonde hair in Belgium compared to Netherlands = more celtic admixture

Not that much. If you look at the genetics of the Netherlands and Belgium what you see is just a gradient which continues up untill the Walloon border. The further North the more Frisian/Danish admixture there is and the Further south the more Frankish and Rhineland Germanic.

because there is. Sure they belong overall to the same cluster because the genetic difference is incredibly small. But the difference between especially the southern Dutch and the northern Flemish it is basically none. If you look purely at the differences between Walloons and Felmish with the exception of Brussels you can see a pretty clear border between them. Also like I said there is a gradient of Frisian/Danish influence which doesn't just stop at the Dutch border but goes into Flanders as well. It is only at Wallonia where this admixture starts to drastically decrease.
