Why does American culture seem uniquely hostile to its homeless population?
It can't just be summed up to Protestantism because the Nordics and Germans at least offer protections on a national and community level, while in the United States, it just is a "you're on your own". Cities on paper seem to try but fail miserably, and maintain the homeless hostility.

The Lumpen are hylics and don’t have souls. They respond on a purely Pavlovian reward-punishment system. Having them work for society as grunts keeping the wheels turning is the most virtuous thing they can do as they lack a soul to begin with.
Combine this with executing anyone caught selling meth or opioids and 95% of the homeless problem disappears.

The homeless in my area turned down jobs to work at the burger king because they make more money panhandling. There's a dude who goes and does it then walks to his car and drives home. Knowing a few of them, they'd also be incredibly hostile and uncooperative with any sort of Nordic invasive flavored control scheme. It simply wouldn't work here, and they'd have a lot to do with it.

Funny how many social US issues have a popular "too harsh" narrative, while the reality is "too lenient". War on drugs comes to mind.
The US is massively corrupt, so it’s harsh on normal people smoking and growing Mary Jane while it’s a total b***h to cartels and violent gang members because local police forces are corrupt/understaffed/demoralized.
Likewise with homelessness. The government will go after an old person feeding a homeless guy not bothering anyone but will leave whole streets to violent tweakers who will rob anyone who comes near them.
My family has a history of being old timey train hopping hobos in it, my grandpa was named shoestring lmao (the other side is Appalachian coal miners) and they used to do pretty well for themselves. Even had "guilds". The death of the railway and manufacturing is what caused the utter destruction of homeless people
Have you ever interacted with the homeless in this country? They're absolute fricking vermin. Your average homeless person here isn't some guy down on his luck (although those certainly exist, they tend not to stay homeless for very long thanks to charities and public housing programs), he's either a junkie shooting up heroin ten times a day or a mentally unhinged freak who thinks the aliens in his penis are telling him to kill people.
I'm gonna be blunt and say that a solid 25% minimum of the homeless population is down on their luck, I have a friend who suffered homelessness for 3 years. He didn't have the luxury of a car to sleep in. A lot of the people that can quickly jump back either have enough people willing to let them sleep on their couch for free/cheap. Hell, he couldn't get his life back together until after I had moved out of my family's house and invited him to stay for an extended period in my new apartment, he finally got back together after 2 months not having to perpetually spend what little money he earned on 1 night housing
Land owners wrote in laws and people's rights with themselves in mind. It's as fundamental as the third amendment.
