Lifting sufficient mass from earth to build a colony elsewhere is extremely expensive and of dubious worth to the people who could fund such missions.
They think in short terms, typically 3 months to a year, some perhaps going as long as the four year election cycle. A mars colony wouldn't become solvent or self sufficient in decades, if not hundreds of years.

Still, if you wanted to turn the Australian outback into forest, there would be a bunch of environmentalists and abos lining up to file lawsuits against you until eternity.
