Because at least in the case of East Germany, their aesthetics were just Nazi Germany with the swastikas filed off. They actually did it on purpose, too, to present themselves as the true heirs to Germany, while West Germany had military uniforms and aesthetics taken from America, allowing them to be presented by the East as an illegitimate occupation regime.
Maybe for psychos who like people looking like insects.
Should be easier to manage if everybody's the same, but you won't get the complex civilization going in that case.
Because we don't like modern society, so anything that claims or appears to be contrary to the modern values we oppose, will look really attractive. Ignoring the negatives of these regimes is just selective viewing at work.
