Cannot seem to get this to work for some reason. But evidently "editor" was the wrong word editor, what I really meant is the highlighter tool. I can't find any program for Windows that has as good as a highlighter function. I've tried all these other programs but they're no good when it comes to highlighting single words and double highlighting to make a highlight deeper.
Just convert it to markdown, then bold the desired sentence, and view it in a .md viewer

Well, you would need an OCR plugin, which there are, but I don't see why you couldn't do what you want using GIMP. I am sure there are more convenient programs to do this.
I know there used to be a guy on IQfy that was a professional Adobe Acrobat installer, so maybe he is still around and will chime in.

I pirated Acrobat after being dissatisfied with everything else, and I couldn't believe even their highlighter was ass compared to Edge.
Okular or Evince should work for your use case.
Okular is probably the best I've found after Edge but it still can't do what Edge does. I realized it makes the most sense to just provide an example. Left is Okular, right is Edge. The zoom is different but they're highlighted the exact same way.
In Okular when you highlight two words close together it just blends into one highlight, which sucks if you want to emphasize both words, or both in different ways. And when I go over "live-action" with the highlighter in Okular again nothing happens, when I go over it in Edge the highlight deeps. Not to mention how tight the highlighting in Edge is, it snaps to the words and sentences.

I would say that Okular's behaviour is more natural, but it would be great if it made it easy to juggle between two colours like in Krita for those of you who want to paint rainbows in their PDFs.
