because a bunch of really stupid people convinced themselves that windows 10 only changed the UI and added spyware and the only reason programs that don't work on windows 7 don't work is developers are intentionally blocking them from working
i'm sure AMD and NVIDIA are withholding newer versions of their drivers from them because microsoft is bribing vendors and not because the windows display driver model has changed drastically even between windows 10 versions
like do they not realize the directx 12 on windows 7 thing microsoft put out for developers at the end of win7's lifecycle no one used wasn't actually really directx 12, right?
and that eventually the baseline vulkan version and feature requirements for things like vkd3d-proton will eclipse the ones provided by the last version of windows 7 graphics drivers
the vkd3d-proton and dxvk devs are also working on vulkan itself, on publishing new vulkan extensions they benefit from, they're meant to be used with drivers that provide close to the latest vulkan spec

no, it's not
any "fixes" for games or programs to get them to run are typically just bits of wine or feature emulation in software and even then it can't do everything, because as you say it's not your OS
