Because major software brands only use Windows and Apple.
When Autodesk, Siemens and other major industrial software starts supporting Linux (which hasn't happened and probably never will) then Linux will take over.
Also, note any Siemens traffic controllers in your city. Near the traffic lights there will be an electrical panel...well if it's Siemens there is a good chance it runs on on Windows CE. And other brands likely run on windows too unless they are straight up Chinese brands.
