The icon pack in question is not meant to be integrated into non-GNOME systems. It's a core part of the GNOME OS, but anyone who wants to use it outside that has to maintain compatibility on their own.
It brakes non gnome applications running on gnome, but fine, gnome don't want to follow the fdo spec in their fdo theme, so be it.
I hope devs let them stay broken on gnome instead of making workarounds to fix it cause moronic decisions should have consequences.
If non-GNOME applications want to run on GNOME OS, they should follow its conventions. It's unreasonable to expect all of GNOME to change just because some third-party app wants it to run differently.
They're following their conventions, they are following the FDO spec cause their theme states it's FDO, if gnome want to ignore the FDO spec they should stop advertising the theme as FDO.

That just states that it's an icon theme. It's required in order for GNOME apps to be able to use it. If KDE expects it to also mean something else and not provide their own fallbacks, then that's their problem.
No, as it's now and set as default stating it's fdo and you should use it, and without a proper FDO compatible fallback it's pretty much broken, you might dislike the spec but that's what it is.
Unfortunately GTK shitware is a virus that gets pulled in even if you don't want it and it still advertises as standardncompliant because the entire point of it existing is being a roadblock for Linux's progression. When you right click in gnome you can't create a new document in the file manager nor the desktop. Amazing.

Creating files and modifying their timestamps are two separate features. While a file manager could have a use for the latter, the former doesn't make as much sense.
