            The icon pack in question is not meant to be integrated into non-GNOME systems. It's a core part of the GNOME OS, but anyone who wants to use it outside that has to maintain compatibility on their own.

            That just states that it's an icon theme. It's required in order for GNOME apps to be able to use it. If KDE expects it to also mean something else and not provide their own fallbacks, then that's their problem.
